However, it didn't allow for the direct sale of marijuana in the city. Instead, it fostered a gift economy. Recreational marijuana can be gifted for free, though it cannot be sold directly.

Later, Initiative 81 passed, which decriminalized plants and fungi that contain ibogaine, dimethyltryptamine, mescaline, psilocybin, or psilocyn. Examples include psilocybin mushrooms, also known as magic mushrooms or shrooms, peyote, and iboga. Like Initiative 71, they themselves aren't legal to sell, but they can be gifted for free.

In response, businesses in Washington DC are able to sell items unrelated to cannabis or magic mushrooms, such as stickers, digital art, music tapes, t-shirts, and otherwise for marked-up prices. Along with the unrelated item purchased comes a free cannabis gift. This is legal thanks to the unregulated marketplace and Initiative 71 and 81 legal loopholes.
